Understanding Support at Home Quarterly Budgets

Support at Home Quarterly Budget

From 1 November 2025, all clients will receive a Quarterly Budget under the new Support at Home program. This replaces the daily subsidy model used under Home Care Packages.

If you’re a Grandfathered or Hybrid client, this change affects how your Trilogy Care budget is delivered, managed, and spent.

What’s changing under Support at Home?

Your funding will be allocated as a Quarterly Budget, based on your classification level. This means:

  • Your annual classification funding is divided into four equal quarters
  • 10% of each quarter is allocated to your care management
  • The remaining 90% is available for services in your care plan
  • You cannot spend more than the available balance in your current quarter
  • Any unspent funds, now known as Carryover Funds, can be rolled over, up to $1,000 or 10% of your budget (whichever is higher)

This change gives you greater visibility over your care funding and helps with planning across the year.

Why this change matters for you

Unlike the daily subsidy model, your Support at Home Quarterly Budget is fixed each quarter. This allows you and your Care Partner to plan services more effectively and ensures your funding is matched to your needs in real time. However, it also means:

  • Overspending is not permitted – you cannot use funds from future quarters
  • Underuse may lead to unused funds, which are subject to rollover limits
  • Service scheduling may need to be reviewed more regularly

Careful budgeting will help you get the most value from your Trilogy Care budget and ensure you can access the right supports when you need them.

What are Carryover Funds?

Carryover Funds are the portion of your quarterly budget that remains unspent at the end of the quarter. You can carry over:

  • Up to $1,000 or 10% of your total quarterly budget (whichever is higher)
  • Any amount retained from your original unspent Home Care Package funds (as of 30 June 2025)

These funds can only be used for approved services in your Support Plan and must meet all government requirements.

Your monthly statement will show how much of your Quarterly Budget has been used and what amount, if any, has carried over.

Plan ahead with Trilogy Care’s budget calculator

To support your planning, Trilogy Care has developed a free Support at Home Quarterly Budget Calculator. It helps you:

  • Estimate your total Quarterly Budget
  • See how much is allocated to care management
  • Review expected service costs
  • Understand rollover limits for Carryover Funds

You can use the calculator to plan care that fits your funding level and avoid underspending or overcommitting.

How Trilogy Care helps you stay on track

Your Care Partner will work with you to:

  • Review your classification level and confirm your quarterly funding
  • Update your Support Plan to reflect your current care needs
  • Monitor how your Quarterly Budget is being used
  • Make adjustments to ensure you remain within your budget each quarter

Trilogy Care is here to support you to make informed decisions and get the most from your Support at Home budget.

How do I apply for Support at Home funding?

How do I apply for Support at Home funding? aged care program 2025 Support at Home application process

From 1 November 2025, the new Support at Home program will officially replace the current Home Care Packages (HCP) system. This is one of the most significant changes to aged care in Australia in over a decade.

But for many older Australians and their families, applying for Support at Home can feel like a daunting task. We receive many calls from older Australians asking “How do I apply for Support at Home funding?” or “How can my parents get Support at Home funding?”

That’s where Trilogy Care comes in.

We’re here to break it down and help you through it, step by step.

What is Support at Home?

Support at Home is a government-funded aged care program designed to help older people stay independent, safe and connected in their own homes.

Instead of daily subsidies, participants receive a quarterly budget tailored to their care needs, with access to a clear service list and a Care Partner to help plan and coordinate their care.

If you’re already receiving a Home Care Package, you may automatically transition. But if you’re applying for the first time, or supporting someone who is, you’ll need to go through the new application and assessment process.

So, how do I apply for Support at Home?

Here’s how the application process works, and what to expect at each stage:

1. Start with My Aged Care

To access government-funded care, your first step is to register with My Aged Care. This can be done online or over the phone. You’ll be asked a few questions about your health, living situation and current supports.

If you’re helping someone else apply, you can also register as their representative.

2. Get assessed by the Single Assessment System (SAS)

Once registered, you’ll be referred for an aged care assessment through the Single Assessment System (SAS), which replaced ACAT and RAS teams.

An assessor will visit your home to understand your care needs and determine your eligibility. This is a supportive conversation, not a test, and the goal is to match you with the right level of help.

3. Receive your Support at Home classification

Following the assessment, you’ll be assigned a Support at Home classification level. This determines how much funding you’ll receive each quarter.

There are eight ongoing classification levels, plus additional short-term options like the Restorative Care and End-of-Life Pathways.

4. Choose a provider that puts you first

Once your classification is confirmed, it’s time to choose a Registered Provider. This is where Trilogy Care can make a real difference.

As your provider, we support you to:

  • Create your personalised care plan
  • Choose your own workers (if you prefer)
  • Make the most of your quarterly budget
  • Stay compliant with the new system (without the paperwork headaches)

We guide you through every decision and check in regularly to make sure your care still fits your needs.

5. Start your care with confidence

With the right provider in place, your services can begin. You’ll receive regular statements showing how your budget is being used, and you’ll work with your Care Partner or Care Coordinator to review your plan as your needs evolve.

You’ll also have access to additional funding for things like assistive technology, home modifications, and supplements (if eligible).

Trilogy Care makes it easier to apply

You don’t need to go through this process alone. At Trilogy Care, we simplify the Support at Home journey and make sure you’re supported at every step: before, during and after you apply.

Whether you’re navigating the process for yourself or helping a loved one, we’re here to help you feel confident, informed and in control.

Top five mistakes to avoid when transitioning to Support at Home

Support at home mistakes, support at home tips, top 5, home care tips, support at home 2025

From 1 November 2025, the Support at Home program will replace the current Home Care Packages (HCP) program. Whether you’re a Grandfathered or Hybrid client, early preparation helps you avoid stress and unnecessary costs.

Here are five common Support at Home mistakes to watch for, and how Trilogy Care supports your transition to the new aged care system.

1. Misunderstanding client contribution rules

One of the most common Support at Home mistakes is misunderstanding client contributions. Under the new rules:

  • Hybrid clients (entered HCP after 12 Sep 2024) must contribute to most non-clinical services.
  • Grandfathered clients may be exempt under the “no worse off” rule.

Trilogy Care tip: We clarify your contribution status and support applications for hardship assistance if needed.

2. Not reviewing your Trilogy Care care plan

Support at Home introduces a defined Service List with strict inclusion and exclusion rules. Services not on this list won’t be subsidised.

Trilogy Care tip: We’ll help you review and update your care plan so all services remain eligible and aligned with your goals.

3. Ignoring unspent funds

Unspent funds in your new quarterly budget can roll over, but only up to $1,000 or 10%, whichever is higher. Excess funds are forfeited.

Trilogy Care Tip: We help you prioritise spending to preserve funding and focus on your key care outcomes.

4. Assuming your fees won’t change

Many people will move to a tiered client contribution model for services like domestic assistance and personal care. Clinical services remain fully subsidised.

Trilogy Care Tip: We give you a breakdown of your new fees by service type and guide you through any changes to your budget.

5. Delaying your transition support

Late preparation can lead to rushed decisions, missed documentation, or loss of services due to ineligible items.

Trilogy Care Tip: Our Care Partners are working now to finalise care plans, budgets and service agreements well ahead of the 1 November start.

Ready to start Support at Home with confidence?

The Support at Home changes may feel complex, but you’re not alone. Trilogy Care is here to guide you every step of the way. The restorative care pathway: Is it just for falls?

Restorative Care Pathway, restorative care partner, short-term care pathway

When people hear about the restorative care pathway in the new Support at Home program, they often assume it’s just for recovering from falls or physical injuries. While it certainly helps in those situations, the restorative care pathway is much more than that. It’s a short-term, targeted program designed to help you regain or improve your independence after any change in health or ability.

Let’s explore what the restorative care pathway really offers and who can benefit.

What is the restorative care pathway?

The restorative care pathway is a short-term support pathway under Support at Home that gives you access to up to 12 weeks of intensive allied health and nursing services. In some cases, it can even be extended by another four weeks.

It’s aimed at helping you:

  • Regain strength, function or mobility after illness, hospitalisation or a fall
  • Manage a new or worsening health condition
  • Build confidence to return to everyday activities
  • Stay independent in your home for as long as possible

Rather than simply maintaining your current condition, the restorative care pathway focuses on improving it through tailored, professional support.

So, is it just for falls recovery?

No. While falls are a common reason people access the restorative care pathway, they’re just one of many scenarios where it can help.

Other examples include:

  • Recovering strength and stamina after a long illness or surgery
  • Improving balance and confidence after hospitalisation
  • Managing a newly diagnosed chronic condition, such as Parkinson’s or arthritis
  • Rebuilding everyday living skills after an extended period of reduced activity
  • Regaining independence after a mental health episode, such as depression or anxiety, that affected mobility or self-care

If you’ve experienced any functional decline, whether physically, cognitively, or emotionally, and there’s potential to improve, you may benefit from the restorative care pathway.

Who is eligible for the pathway?

Anyone who meets the following criteria could be referred for assessment:

  • Aged 65 or over (or 50+ for Aboriginal and Torres Strait Islander people)
  • Living at home, not in permanent residential aged care
  • Has a short-term goal to improve or regain independence
  • Has a condition that can reasonably be improved with targeted therapy and support

Your restorative care partner or assessor will help determine if the restorative care pathway is the right fit for your needs.

How does it work?

Once approved, you’ll work with a restorative care partner – a health professional who coordinates your care. Together, you’ll create a personalised goal plan, which may include:

The aim is to meet your goals within the program’s timeframe, helping you regain independence and confidence.

Don't forget the restorative care pathway

The restorative care pathway is a fantastic opportunity for older Australians to improve their health, confidence and quality of life after a setback. It’s not just about falls; it’s about giving you the support you need to bounce back, whatever the cause of your decline.

If you think you or a loved one could benefit from the restorative care pathway, speak to your care partner or care coordinator about a referral today, or call us on 1300 459 190 to learn more.

What is respite care? Short-term support in aged care

What is respite care? respite care short-term care respite

When caring for an older loved one, taking a break is not only okay — it’s essential. That’s where respite care comes in. In this blog, Trilogy Care will answer the question, “What is respite care?” and explain why it is so crucial.

What is respite care?

Respite care is short-term aged care support designed to give a person’s regular carer — often a partner or family member — time to rest and recharge. It ensures that older people continue to receive quality care while their usual carer takes a break.

Whether it’s for a few hours, a day, or even several weeks, respite care aged care services allow carers to take time for themselves, attend appointments, or manage other responsibilities with peace of mind.

Types of respite care in aged care

There are several ways respite care can be delivered:

  • In-home respite: A care worker comes to the client’s home to provide care, supervision, or companionship
  • Community-based respite: Structured day programs offering social activities and meals
  • Residential respite: A short-term stay in an aged care facility, suitable for clients with higher support needs

Why is respite care important?

Caring for a family member or friend can be emotionally and physically demanding. Regular respite helps carers avoid burnout and maintain their own health and wellbeing. It also gives older Australians the opportunity to socialise with new people and experience different environments — all while receiving safe, personalised care.

How is it changing under Support at Home?

From 1 November 2025, the Australian Government will replace the Home Care Packages program with the new Support at Home program. With this change, how respite care is accessed and funded will also shift.

Key updates include:

  • Respite care will fall under the Independence support category
  • Clients will use their quarterly budget to fund respite services
  • All respite must be listed on the government-approved Service List
  • Clients need to have respite care documented in their Support Plan to access funding

While the purpose of respite care remains the same — giving carers vital downtime — the new structure ensures more transparency and consistency in how respite is delivered and paid for.

How Trilogy Care can help

Trilogy Care supports clients and carers by helping them navigate their options under both the current Home Care Packages program and the upcoming Support at Home model. If you’re thinking about adding respite care to your support plan, we’re here to guide you through the process with flexible, client-focused solutions.

Friendship as a form of care – celebrating International Day of Friendship

International Day of Friendship, friends, aged care friendship

In November 2025, the Support at Home program will become the new foundation for in-home aged care across Australia. This shift will bring renewed focus to what meaningful care looks like—not just in services delivered, but in the human relationships that support wellbeing. That’s why the International Day of Friendship 2025 is more than just a date on the calendar.

The event is a reminder that friendship is a form of care, one that matters just as much as assistive technology or domestic support. For older Australians living independently at home, and for their families and care partners, friendship is often the invisible thread that holds care together.

Friendship in the Support at Home community

Under the Support at Home program, clients will work with care partners and care coordinators to build a flexible care plan, funded by quarterly budgets and tailored to individual goals. But beyond those structures, there’s something deeply human at play: the connections we build with those around us.

Friends in aged care settings can take many forms:
• A companion who joins you on a morning walk
• A neighbour who checks in with a friendly smile
• A support worker who remembers your stories and makes time for a chat
• A fellow client you see at community group activities

These relationships don’t just fill time. They build trust, reduce loneliness, and support emotional and cognitive health. In fact, studies show that strong social networks among older people are linked to slower functional decline, reduced hospital admissions and improved overall wellbeing. As we celebrate International Day of Friendship we are reminded of how important community and friendships are in our lives.

For families and caregivers: friendship provides comfort and continuity

For families supporting someone receiving aged care, peace of mind is often tied to connection. It’s not just about knowing your loved one is safe—it’s about knowing they’re seen, heard, and emotionally supported.

When aged care friendships are present, whether it’s a familiar care worker or a social group that feels like family, families feel more confident. They know their loved one is part of a wider Support at Home community, not navigating ageing in isolation.

This is especially true for clients who live alone or have limited family contact. For them, friendship may come through regular check-ins, phone conversations, or the consistent presence of a support worker who becomes a trusted part of daily life.

The role of friendship in healthy ageing

From an aged care perspective, friendship aligns closely with the goals of Support at Home and Home Care Packages. The program is designed to help older Australians live independently for longer, but that independence isn’t just physical, it’s social and emotional too.

International Day of Friendship 2025 reminds us that friendship supports:
• Confidence to engage in the community
• Reduced feelings of isolation, anxiety and depression
• A greater sense of purpose and motivation
• Better adherence to routines, including appointments and self-care

These are not fringe benefits, they’re essential outcomes. And they’re often delivered not through services, but through the relationships built around those services.

Friendship is a form of care at Trilogy Care

At Trilogy Care, we believe care is most powerful when it’s personal. That’s why we support every client’s right to build meaningful relationships, whether through social support visits, transport to group events, or simply allowing time for conversation during care routines.

Our team understands that friends in aged care aren’t an ‘extra’ but rather a core part of ageing well at home. We encourage families and care partners to talk with us about how connection and companionship can be included in the care plan.

This International Day of Friendship, we celebrate the carers who show kindness, the neighbours who drop by, the old friends who still call, and the new connections waiting to be made.

Because at every stage of life, friendship is care.

If you’re looking to connect more with your community and the people around you, get in touch with Trilogy Care today on 1300 459 190.

What are my aged care options in Australia?

What is changing in aged care in Australia 2025?, aged care options Australia, aged care options, how to access aged care services

When it comes to aged care in Australia, understanding your options can help you or your loved one make informed, confident decisions. Whether you’re exploring aged care for yourself or supporting a family member, it’s important to find a solution that maintains dignity, independence, and quality of life.

Fortunately, Australia offers several types of aged care services — and many older Australians are choosing to receive care at home, where they feel most comfortable.

Why home care is becoming the preferred choice

If your goal is to stay independent while ageing in place, home care is often the best option. Government-subsidised programs such as the Home Care Packages (HCP) program, and soon the Support at Home program, provide coordinated support so you can continue living in your own home for as long as possible.

Home care can help you with:

  • Personal care, such as showering or dressing
  • Domestic tasks like cleaning, cooking or laundry
  • Transportation and help with shopping or attending appointments
  • Social support and companionship
  • Access to allied health services and nursing
  • Home modifications or assistive technology
  • Care planning and ongoing care management

You can receive these services through a registered provider, or through a self-managed home care model, which gives you more flexibility and control over who delivers your services and when.

At Trilogy Care, we specialise in self-managed aged care — allowing clients to choose their own workers, set their own schedules, and manage their care in a way that suits their lifestyle. It’s a model built on empowerment, choice and transparency.

Support at Home: the next chapter for aged care

From 1 November 2025, the Australian Government will replace the Home Care Packages program with a new model called Support at Home. This change aims to simplify the system and make services more consistent across the country.

Under Support at Home, care will be delivered through quarterly budgets, and all services will fall into clear categories:

  1. Clinical care – nursing, allied health, and health-related services
  2. Independence support – personal care, social activities, transport and more
  3. Everyday living support – help with cleaning, meals, home maintenance

If you’re already receiving home care, you’ll either be a grandfathered client (with your current funding and fees carried over) or a hybrid client (if you joined after 12 September 2024). In either case, your care will continue — but the way it’s managed may look a little different.

The good news? Trilogy Care will be with you at every step, helping you transition smoothly and confidently to the new system.

Commonwealth Home Support Programme (CHSP)

The Commonwealth Home Support Programme (CHSP) offers entry-level support to older Australians who only need occasional or low-intensity help to stay safe and independent at home.

It’s a great starting point if you’re not ready for a Home Care Package but would still benefit from a little extra help.

CHSP services can include:

  • Housework, such as cleaning or laundry
  • Transport to appointments or social activities
  • Meals and food preparation
  • Minor home modifications and safety equipment
  • Group activities and support for social connection

Unlike HCPs or Support at Home, CHSP services are delivered on a pay-as-you-go basis. You generally pay a small contribution toward the cost, and the government covers the rest.

Many people use CHSP for short-term or occasional support and later transition to more comprehensive funding as their needs change.

Residential aged care

Residential aged care is designed for people who can no longer live safely or comfortably at home. It provides 24/7 care in a facility and may include personal care, meals, accommodation, clinical care, and recreational activities.

This may be the right option if you or your loved one:

  • Has complex or high-level care needs
  • Requires constant supervision or medical support
  • Can no longer manage safely at home, even with support
  • Feels isolated or unable to access community services

Residential aged care is regulated by the Australian Government and assessed through the Single Assessment System. While it’s a vital option for some, it represents a major lifestyle change — especially for those who value independence and staying connected to their community.

That’s why many families first explore home care before considering this path.

Choosing the right option for you or your loved one

There’s no one-size-fits-all solution when it comes to aged care. What matters most is matching the level of support to the individual’s needs, goals, and preferences.

Here are a few questions to help guide your decision:

  • Does the person want to remain in their own home?
  • How much support is needed each day or week?
  • Are there any medical conditions that require specialised care?
  • Is the person socially connected, or would they benefit from more structured community support?
  • How involved does the person (or their family) want to be in choosing support workers?

For many Australians, home care, especially when self-managed, provides the perfect balance between independence and safety. And with expert support from Trilogy Care, managing your services can be simple, empowering and cost-effective.

We're here to help

Whether you’re just starting to explore aged care options, or you’re ready to make the switch to self-managed care, Trilogy Care is here to support you. We’ll help you understand your funding, create a personalised care plan, and ensure you get the most from your home care budget.
