What does ‘hybrid client’ mean under Support at Home

With Support at Home approaching, you may be wondering “what is a hybrid client”. In short, if you were approved for a Home Care Package between 13 September 2024 and 30 June 2025, you are likely a hybrid client and different contribution rules will apply when the new program starts on 1 November 2025.
Who is a hybrid client
You are generally treated as a hybrid client if you were newly approved for a Home Care Package after 12 September 2024 and before 1 July 2025, or you were approved before 30 June 2025 but did not receive an assignment until after the changeover. This grouping is used to explain how your fees and funding move into Support at Home.
How contributions work for hybrid clients
Unlike grandfathered clients, the no worse off protection for contributions does not apply to hybrid clients. From the program start, hybrid clients move to the new contribution framework based on an income and assets assessment via Services Australia. If you currently pay an income-tested care fee, you may pay less under the new model, but most hybrid clients should expect the new contribution settings to apply.
How budgets and services change
Support at Home replaces daily subsidies with quarterly budgets and uses a defined service list grouped into clinical supports, independence, and everyday living. Your existing supports are mapped to these categories, and your quarterly budget resets every three months, so planning ahead helps you use what is available.
