From 1 November 2025, aged care at home is changing. The Support at Home program, the government's new aged care program, will replace the current Home Care Package system, introducing a streamlined and more personalised approach to care.

TheSupport at Home programis a key reform in Australia's new aged care program, designed to deliver greater consistency, transparency and choice for older Australians receiving care at home. It replaces the Home Care Package program from 1 November 2025.

This transformation is more than just a name change—it's a shift in how aged care services are funded, structured and delivered.

What's changing in the new aged care program?

Under the Support at Home program, participants will see three major changes

Understanding Support at Home

Support at Home is a new aged care program starting on 1 November 2025. It will replace the current Home Care Package (HCP) program and is designed to improve in-home care by offering more flexibility, transparency and support for older Australians to live independently at home for longer.

Yes. If you're currently receiving a Home Care Package, you'll automatically transition to the Support at Home program at the same funding level. If you're on the National Priority System (waiting list), your funding will commence at the level you were approved for when it becomes available.

The Support at Home program introduces several improvements over the current Home Care Package system:


More funding – The maximum annual funding will increase from $61,440 to $78,000
Care partners – A registered provider will help manage your care and services
Better pricing – No separate administration or management fees
Faster access – Wait times for funding will reduce to three months by 2027
Assistive Technology & Home Modifications – Up to $15,000 upfront for things like walking aids and bathroom modifications
Short-term support – Additional restorative care funding and a new End-of-Life Pathway to help people remain at home in their final months
